The International University of East Africa (IUEA) proudly attended the Global Symposium for Regulators (GSR) 2024, organised by the renowned International Telecommunication Union (ITU). This event offered a front-row seat to the discussions and decisions shaping the future of ICT. Our esteemed Vice Chancellor, Professor Emeka Akaezuwa, represented IUEA at this significant event, held from July 1st to 4th at the prestigious Speke Resort and Convention Centre in Munyonyo. What is the International Telecommunication Union (ITU)?

The ITU is a specialised branch of the United Nations dedicated to information and communication technology (ICT). With a rich history dating back to 1865, the ITU connects the world by: 

  • Facilitating international communication networks
  • Allocating global radio spectrum and satellite orbits
  • Developing technical standards to ensure seamless connectivity
  • Improving global digital access
  • Capacity-building
  • Serving as a trusted platform for international agreements

What is the Global Symposium for Regulators (GSR)?

Speaking of providing a trusted platform for international agreements, the GSR is an annual gathering of national telecom/ICT regulatory authorities worldwide. This symposium is a platform for regulators to share their insights and experiences on pressing regulatory issues, culminating in the adoption of best practices. It’s a crucial event for shaping the future of global ICT regulation.

George William Nyombi Thembo, Dr. Cosmas Luckyson Zavazava, and Doreen Bogdan-Martin, Secretary-General of the ITU, join other presenters to discuss transformative technology for economic growth, inclusivity, and sustainability.

How was this GSR Special?

This year’s GSR was a landmark event, especially as it was hosted in Uganda, amplifying the voices of influential Ugandan and African leaders. The foreword in the 2024 Best Practices guide consists of a quote from George William Nyombi Thembo, Chair of the Uganda Communications Commission (UCC), who also had the honour of chairing GSR-24. Notable Ugandan speakers included Jessica Alupo, Vice President of Uganda, and Chris Baryomunsi, Minister of ICT and National Guidance. This symposium was a significant milestone for Uganda, shining a spotlight on the nation’s pivotal role in shaping the future of ICT.

  • Monday, July 1st: Regional Regulatory Associations / Digital Regulation Network (DRN) Meeting
  • Tuesday, July 2nd: Industry Advisory Group on Development Issues and Private Sector Chief Regulatory Officers’ Meeting
  • Wednesday, July 3rd: Session on improving global connectivity
  • Thursday, July 4th: Session on making regulation more agile to support innovation

The event culminated in the development of the GSR-24 Best Practice Guidelines. These guidelines, infused with insights from the symposium, tackled:

  • Uncovering the challenges and opportunities in the ICT space
  • Developing key policy and regulatory measures for a positive and inclusive impact
  • Advising policymakers on how to encourage market players

Why Did IUEA Attend the event 2024?

As the Technological University of Choice in East and Central Africa, IUEA’s attendance at GSR 2024 was essential. Our objectives included:

  • Aligning our curriculum with global ICT trends.
  • Exploring opportunities to provide platforms for our students.

A standout highlight was the launch of the Africa Broadband Maps Project. This groundbreaking €15 million initiative aims to supercharge digital transformation across Africa, including developing national broadband mapping systems in select countries, including Uganda. This project promises to accelerate Africa’s journey into the digital age, create numerous job opportunities in the digital sector, and underscore the growing importance of digital literacy. At IUEA, we recognise that advancements like these highlight the critical need for education in science and technology, which is why we are dedicated to continually enhancing our cutting-edge curriculum.

Our acclaimed Deputy Vice-Chancellor and the Dean of the Faculty of Science and Technology, Dr Lakshmi Bhabuu emphasises the importance of digital technologies in the modern era.
